ABOUT US

Telecentre Europe AISBL is a European non-for-profit association with a central office in Brussels, Belgium. We represent publicly funded telecentres / telecentre networks, ICT learning centres, adult education centres and libraries across Europe where children and adults can access the Internet, learn the latest digital skills and keep up to date with technology and community developments. We coordinate a number of projects, programmes and campaigns that empower people through ICT by finding new paths to employment, community life, relevant information and staying in touch with friends and family. All our members and partners believe that Information and Communication technology has an enormous potential to combat social exclusion and poverty.

SCOPE OF WORK

We are looking for a Research and Development (R&D) Officer for Skillage (www.skillage.eu). Skillage is an online tool developed by Telecentre Europe that assesses young people’s understanding and readiness for digital skills needed for today’s job market. It consists of 15 questions randomly chosen from a set of 100 and grouped into five competence areas: Employability, Productivity, Communications, Social Media and Content Management and Safety. At the end of the test, the user receives an overall score on their broad levels of digital skills and advice on where to find a local Telecentre network to improve these skills through training and support. Since it was launched in 2012, over 50,000 Europeans have tested their digital skills. Telecentre Europe regularly carries out an analysis of the data provided in Skillage, with the aim of providing an evidence base on young Europeans’ digital skills.

The Skillage R&D Officer will:

  • Monitor the performance of the tool (technical and content-wise)
  • Liaise with the technical support company for any technical issues or updates
  • Propose development directions and methods for the tool
  • Update the tool with content (new language versions)
  • Liaise with the Telecentre Europe team on promotion and dissemination related issues
  • Support Telecentre Europe in using the tool and generate reports
  • Analyse the available data at the end of 2016 and write a report that includes
    • Summary of analysis
    • Data comparison and trends of 2016 and past years
    • Socio demographic analysis of the users
    • Findings and policy recommendations

QUALIFICATIONS

  • University degree in social sciences, statistics, marketing research or IT 

EXPERIENCE

  • Experience in the R&D field, good knowledge of quantitative and qualitative methodologies and research techniques
  • Good understanding of online platforms and content management systems
  • Experience in the digital skills sector is a plus

  • Numeracy and confidence in using statistical techniques, computer-based programs and online platforms/tools
  • Strong analytical skills
  • Excellent interpersonal and communication skills
  • Self-reliance and autonomy, as well as facility for teamwork in a task-oriented environment
  • Report-writing skills
  • Project management skills
  • Accuracy and attention to detail

LANGUAGES

  • Excellent oral and written command of English

EMPLOYMENT TERMS

  • Fixed term consultancy contract until 31 December 2016
  • Start date: 1 May 2016 or as soon as possible
  • If considered desirable and in the organisation’s interest, the contract may be extended
  • Consultancy fee: 2,000 EUR + VAT
