Telecentre Europe AISBL is a European non-for-profit association with a central office in Brussels, Belgium. We represent publicly funded telecentres / telecentre networks, ICT learning centres, adult education centres and libraries across Europe where children and adults can access the Internet, learn the latest digital skills and keep up to date with technology and community developments. We coordinate a number of projects, programmes and campaigns that empower people through ICT by finding new paths to employment, community life, relevant information and staying in touch with friends and family. All our members and partners believe that Information and Communication technology has an enormous potential to combat social exclusion and poverty.


We are looking for a Project Officer who will be engaged in our projects, particularly the I-LINC project.

I-LINC is a Horizon 2020 project aiming to develop a sustainable and all-encompassing platform on the topic of ICT (for) learning and inclusion. The I-LINC platform ( is an online environment for networking, participation and learning that focuses on boosting the employability and entrepreneurship capacities of young people. The project will benefit and gather existing platforms, networks and resources that are available on the topic of ICT (for) learning and inclusion. The project will also develop an active community of stakeholders in the field while linking them to the main beneficiaries – young people.

In the I-LINC project the Project Officer will:

  • Assist the project manager on issues related to consortium management, project coordination & reporting
  • Support the work of linked third parties
  • Organise and attend project and review meetings
  • Collect, create and upload content to the I-LINC portal
  • Organise / support other project partners to organise stakeholders’ workshops
  • Implement the stakeholder engagement plan
  • Support and facilitate thematic communities of stakeholders on the platform
  • Develop concept for incentives for digital changemakers
  • Write a mid-term stakeholder community report
  • Approach and involve existing platforms, networks, communities
  • Contribute to the organisation of wiki inclusion sessions
  • Identify initiatives to be listed as best practices on the portal
  • Identify, collect and upload policy actions to the portal
  • Support the writing of a position paper (topic to be decided)
  • Support the organisation of I-LINC international conference
  • Attend external events to promote I-LINC
  • Assist communications team on dissemination related issues
  • Liaise with the I-LINC Community Manager on issues related to the content and facilitation of thematic communities

In addition to the I-LINC project, the Project Officer is foreseen to be also involved in the implementation of other projects, programmes and activities.


  • University degree


  • Several years of relevant work experience in the field of digital skills, ICT and/or employability related projects and initiatives
  • Experience with EU-funded projects
  • Experience in working with telecentres or international non-profit organisations would be an asset


  • Excellent organisational, networking and communication skills
  • Excellent analytical skills, ability to draft reports and policy papers
  • Self-reliance and autonomy, as well as facility for teamwork in a task-oriented environment
  • Open-minded and solution-oriented
  • Strong interpersonal skills


  • Excellent oral and written command of English
  • Knowledge of French and other EU languages would be an asset


  • Fixed term 75% full-time equivalent employment contract until 31 December 2016
  • Start date: 1 May 2016 or as soon as possible
  • If considered desirable and in the organisation’s interest, the contract may be extended to 100% and/or beyond 2016
  • Full-time equivalent gross salary: 1,850 EUR / month
